They were taken by a Russian photographer, Sergey Mikhailovich Prokudin-Gorsky. He took photos of Russia prior to the Russian revolution and the advent of Communism.
They're in colour because he took three black and white photos of the same scene, one with a red filter, one with a green filter and one with a blue filter. After development, these were projected onto a wall with the appropriate coloured lights to reconstruct the colour image. Here is a photo of the red, green and blue elements of one of his photographs (in black and white), with the combined colour image on the right.
They're super high quality because he worked with 24cm x 9cm (9.4" x 3.5") glass negative film plates.

EDIT: Here's an example of what I was talking about above:
Here is another photograph by Prokudin-Gorsky, and this is the 24cm x 9cm plate glass negative (after development), showing the red, green and blue components.
