You'd think they'd want to include Cindy in TRON Legacy because of the many Caddyshack (the other popular movie she was in is celebrating its 30th this year) fans would go to see her in TRON Legacy.

The character played by Cindy Morgan is in the Tron universe, however just not in this particular story.
