Hard question. If you were to put it between Palpatine and the MCP, I'd say Palpatine no question, but between Vader and the MCP...I'd go with the MCP. Vader didn't take joy out of the suffering of his victims the way the MCP did. Vader saw the deaths as simply a means to an end, nothing more. The MCP took pleasure in the suffering of those he tortured.

Is there really a need for the Hitler reference? You could simply ask who was worse.

Right, but that's not what was asked in the accompanying post. And some people find arbitrary references to Hitler to be offensive and in poor taste, and I've seen many a forum poster, in more than one place, get reamed a new one for doing so without good reason (such as an actual historical comparison or discussion about the Holocaust).

When it comes to Vader, his intentions were good, from a certain point of view. But, when it comes to Palpy and the MCP, it seems they were cast from the same mold. Although, Palpy seems to enjoy himself a little too much. Being a human, he has more emotion behind his actions, while the MCP seems to be driven purely by power.

When it comes to Hitler, or Stalin for that matter, it seems they were motivated by power and cleansing their country of "impurities". Hitler saw Jews as being on the bottom of the evolutionary chain. But, whether they enjoyed the torture of people they saw less than them or just didn't care how their troops killed them, I don't know. Maybe, someone here with a little more historical knowledge has the answer. Whatever the case is, they were both evil. I wouldn't be surprised if Lucas created Palpy based off of them.

Now, the MCP seems less evil, and more power hungry and strategically driven. A chess game doing what it's programmed to do... win.
