I'm pretty sure Clu would be planning to have just gone back by himself the first time, or perhaps sent a scout, like Rinzler. When things got crazy, he would have tried himself perhaps out of desperation... But the plan was to see if it was possible first, and then bring the army through. I'm going to have to watch it again to catch more of the "plan".

Seems to me the Clu-as-Flynn-as-ENCOM-ruler route is Clu's only real hope for carrying out his plan. And even then it's shaky.

He would have not being able to take that thing out but probably some would have made it through, from then on he could have used 3D printing and built more digitizing lasers to bring even more, what would come out of that is a world enslaved by machines just like the Matrix...
