It struck me that when sam first enters the grid and gives us our only real look upwards from one of the city's lower levels, that what he could be seeing is an upside down level of the city, attached to the underside of the next level up. Why not? It would be an efficient use of space, and we know reverse gravity is possible from the disc wars and ls battles. It would double the useable surface area for buildings.

Well, that's what makes such a thing possible. A little of anything can happen. From the looks of it, that next level could be thousands of feet above the one Sam enters on.

I had wondered at this same factor, myself - and I had made the same assumtion: that Programs can easily abide by whole different tenets of architecture and efficient space use due to such anti-gravity environments (where applicable).
It might have a certain restriction via power, or simple factors of it being a more complex architecture in itself - but that might easily have a beneficial purpose within the function of advanced cities, or perhaps industrial complexes.
