There is this program named Beta from Tron:Evolution PSP and I want to know if he appeared in Legacy.

The player characters from the Evolution games never appear in Tron Legacy.

I do not believe she ever did appear in any of them.
Quorra was in the PS3, 360, PC, and Wii versions, however.

Beta from the PSP version of Tron: Evolution was the player's character, so you could customize his color, suit and helmet design, and circuitry patterns. You can make him green if you want to. : )
It was rumored that Beck from Tron: Uprising was originally to be named Beta, which would have been a nice tie-in to the game. For the most part, it seemed more like Quorra smuggling Anon out. I guess that's just because the story requires someone telling Anon what to do.

I may be in a small group about the following, but I hope to see or hear something more about the ISO named RADIA from Tron: Evolution as well as some more about Bartik (the ISO with the slashed face in the EOL Club in Legacy) and his faction of ISOs.
Fighting for TRON, The USERS, Both Flynns, Independents, and the mighty ISOs since '82.

I remember reading in a Kosinski interview that we'd definitely see more of Bartik in Uprising, and that he was disappointed that so much story regarding the revolutionists had to be cut out due to runtime.
I too would love to see more of Radia, but I doubt she'll make any kind of appearance in Uprising, because she's most likely already been derezzed by the time the story starts.
