According to information gleened from the Flynn Lives campaign; Flynn's original intention was to create a new Grid, a digital frontier for the free exchange of information that Users and Programs could use and work together in all kinds of ways.
He pondered that perhaps the Grid could be used as a medium for medical research, extend a persons life, maybe even re-create a deceased person as a digital being.

I would daresay that anything from outside of the actual films is not really canon - especially something from an ARG.
Unless Lisberger or Disney says otherwise.

A large majority of information and many aspects of Flynn Lives *is* in the movie, so I think it *is* canon. The director Joseph Kosinski and Sean Baily have refered to and implied the ARG as being "a part of the Tron universe". So that suggests to me it is canon.
Supposedly there will be clips about Flynn Lives on the DVD/BluRay release.

Staying realistic, given the difference in time, a lot of scientific research could be performed, not to mention heavy design and engineering work, development work, etc. I'm sure companies would be quite thrilled to get a huge number of hours out of their developers in the span of a regular 40-hour work week.
It's 1989 so it's got big potential in collaboration that is beyond what's available on the internet. Though you can't necessarily raise your farm and post your drunken pictures for your friends to post about, but I'm sure someone would add that in.
