It all depends on the figure. Some Star Wars heads can look fine, others can look too small for the Tron bodies. GI Joes are the same scale as Tron (Star Wars are slightly smaller, Marvel slightly larger), and their heads easily snap onto the Tron bodies, so I'd recommend Joes whenever possible as they're pretty much guaranteed to be in proportion, as well as the ease of swapping the heads and retaining full movement.

I agree with gcward16, Number 3 looks close (hard to tell with lighting, but with lighting, looks pretty close).
