Ehh....? That really depends on where the graffiti is. I know in Toronto that you can get permission to paint on old walls and bridges... or at least you used to. Actually, one of my professors was a graffiti artist and he'd tell us all about graffiti art and Toronto. Graffiti art is really HUGE down there! So I guess it's no supprise as to why they're supporting it.
