i know where you're coming from, i was like that the first tme i watched it as well, the story made no sense. but once you watch it a couple of times, you begin to understand what the characters are doing and why. or at least, that's what happened with me.

2 favourite scenes:

1) the battle with the tank. that, coupled with the music blew me away [metaphorically] it just struch a random chord with me for some reason.
2) the scene you described; i agree whole heartedly.

i'm not going to force opinions into anyone's mind, but give it a chance. i did and it paid off.

also, a little bit of random trivia: did you realise that the same dog appears 4 times in the movie?

and now, Tori, is there a reason for the big picture of a dog?

no it isn't. this movie has already been sussed. it was Ghost in the Shell.

as for the big stompy metal thing, it's just referred to as "a tank", bit having seen some of the stand alone complex episodes, in one there is a large walker tank running amuck. this was called a Tachikoma [fuchikoma in the actual manga], this has a similar desigh to the tank you see above [twin miniguns and an "eye" on top] so i have begun calling it a Tachikoma

i already said, if you trace the picture back to the website, it's the web designer's fault. it is a picture of a dog, but it's named something to do with Akira. besides i found a proper version of that pic, besides:
