True, very style dependent. Some Jedi cloaks do have arms, others are more like capes. And Flynn's coat is styled alot more like the Neo coat than a Jedi cloak, more streamlined, whereas his robes worn under the coat are a lot like Jedi tunics/undertunics, but yeah, with the Zen styling like Kat mentioned.
As for the hood vs no hood, I'm guessing it wasn't ever hidden because that wouldn't be doable with the EL sheets at the collar. I'm sure they had two versions, one with hood, one without ....probably had two or three duplicates of each version in case one got damaged during filming. We don't ever seen Flynn's robe go from hooded to hood-back in Legacy, but it's sort of implied that it would rezz according to action or thought, just like the programs' helmets do.
Yep, that coat is a beautiful design... I think the way it swirls and moves has alot to do with the cut and also with the back splits, plus however they weighted the hemline. Just absolutely gorgeous on film, and man what I wouldn't give to be able to try on the screen-worn robe/costume and wear that for like, just a couple of minutes! Never gonna happen, but, I can dream. LOL!
