It's kinda creepy, but in most of the movie Rinzler is purring. Is he a cat? What's up with his purring?

Well, in order to try to figure it out, we'd have to assess the only known information about Tron's fate:
1. We was attacked and wounded, with a partially derezzed arm (see Tron: Betrayal), and fled into the Outlands on his lightcycle.
2. Sometime after he was corrupted and repurposed, so it's likely he's infected with a virus whose potential side effects could include a communication barrier, being able to only verbally express himself with his most basic coding. ("User!")
Somewhere in between 1 and 2, Tron will train Beck in Uprising to try to find a replacement for him during a war against Clu and General Tesler. I think the reason why he 'purrs' is to make him look nasty, and give him a sinister feel to his character.
The fact that he never removes his helmet is another factor to this-again, makes him more sinister.

It might be from the damage he got from when Clu attacked him after he told Flynn to go. If you listen closely to that part, after Clu brings down his identity disc, you can hear the 'purring'.

I never thought of it as a purr, so much as a growl...kind of similar to Predator.

I assume both. With only a couple minor discrepancies (which probably happened because so many different people were all working on them simultaneously), they all fit together very well.

I'm 99% certian that Rinzler's gurlgle-clicking sound effect is meant to resemble a broken Hardrive clicking sounds since Tron was injured by Clu before he was

It also struck me as an intimidating noise similar to the predator. Also kind of reminds me of the low grows that "Worf" always made in ST:TNG.
My sense it that it was supposed to make him sound more like an animal or a fighting beast as he did not seem to have access to all his higher functions any longer.
When my hard drives fail they don;' usually sound like that...
