Let's say a government or the whole world stumbled upon Kevin flynns lazor? Would it be used for bad, good, and must what would they do with that? Would they build a place for people to escape to? Make it a type of federal prison?
What do you think would happen?

The Government likely already knew of the laser because of Encom in the first movie. When Encom did their taxes, they likely reported that Millions of Dollars went to building a laser.

Scumbags like those that populate 4Chan and the all manner of internet muck would find access to it and create a virtual 4Chan Realm with every manner of sick, disgusting, vile, vulgar, and putrid thing imaginable made into awful digital constructs that would make Chuthullu himself raise an eyebrow.
Then Comcast would buyout Encom, the servers and the tech and charge $99 per digitized person, and charge $49 a month service for people to use the servers. Eventually estabilishing a controlled, conservative mega media world were they only want people to see what they want people to see, everything else is either censored or require paying extra charges to see or use...
