I have lag in TF2 MP and portal as well, but it may be several factors. I believe you have to have a somewhat beefy CPU.

ok I tested it with the standard settings, then turned filtering down and it works a bit better. The problem I have must be my Vcard and using only 1GB of RAM. I am sure it's not my processor, but I'll try it w/ more RAM and see if it helps later..
Fun game though!

TF2 (which I make maps for) has been acting weird for me since the last update.

What model and brand name or motherboard type(if hand built)?
This will clear up what you would need to buy to upgrade your PC.

Yeah it looks like that's a good one, if it's a newer one. From what I've read this board should use either 533 FSB, or 667FSB RAM. If it's dual core, then(it would be easy to see) the performance issue is likely to be with Steam, and your firewall and/or antivirus.
I found my problem was my firewall, here's a list of programs that conflict.
I tested to see if my FW was the problem by disabling my network connection, shutting down the firewall, and play. Worked like a dream.
As far as your CPU being upgradable, it looks very likely that you can have a nice game rig from what I saw of the models w/ that description. If you need help, I'd be happy to help you w/ tips for applying thermal to heatsinks, or getting a wish list together.

p.s. -firewall issue
If you find your issue is in your firewall, this is the new free firewall I'm using, since the old one sucked. I use expert settings. while I don't normally advise using expert settings, if you find your firewall has crippled your online experience you may find how this is what you need to do to get a problematic application to talk. In this window, I double clicked on steam to get the popup you see with the advanced settings, and set the options to allow.
