Okay Sora.EXE I can help you here.
First you need to learn HTML. This is the most important step, If you dont learn this, you website has the possibility of sucking. Go here for help with all sorts of programming.
Second, find a web hoster, There are good free ones too, like freewebs or 000angels or freehoster.cc.
Third, design a site template, and map out all of the pages of your site on paper, including inaccessible pages and directories starting from index.html. (first page)
Fourth, program all the pages using notepad, wordpad, or a good webeditor { ex-frontpage }.
Fifth, upload all of your html, jpgs, php, asp, etc. files to your webhoster and if all worked out correctly, the site should run well.
Sixth, throw in some fun stuff to your site, like games, blogs, forums, tagboards, and javascript.
Seventh, advertise! {optional} Well, search engine robots will find your site eventually if you have meta tags. BUT, you can advertise on other site by emailing them and asking, usually, it costs, but you can pay it off by selling products of your own creation like t-shirts or plushies, made at a place like cafe press, which is free, or you can place an advertisment on your site and people will bid for it.

Siteburg is a good host too. They allow Perl, php, and MySQL, which is damn useful on my site. Not that I'd know, my mate coded the site for me - I just make the graphics and the webcomics.
My mate knows all kinds of crazy programming languages which is damn handy - I've got an automatic uploader for the webcomics, a blogging system and a guestbook, all handmade by him.
The Advents of Mike is coming along great! When do you think the next installment is going to be ready?

I need help thinking up a second series I was thinking:
War of the Rockets:
About a team of troops in a n army of anither world, fighting to protect their planet. Their primary weapons are carriable rockets.
Remote war:
A story of a boy who is drafted into a the secondary positions of being a robot coordinator. The robots are remote controlled from base station on another planet than action.
Enix-Apex:
A spin off of Kingdom Hearts.

I think the Kingdom Hearts spin-off idea is great, you know, cuz' that's just me. Make one tally for Kingdom Hearts.
