"Vaping" is slang for E-smokng (using an electronic cigarette) because they put out vapor rather than smoke. I'm an ex-smoker; mostly because of ecigs. Although I support those who choose to vape, I don't encourage it, unless you smoke cigarettes, in which case, I encourage it highly.
There's a community of "modders", or people who make their own hardware for e-smoking. some people make some pretty elaborate devices. Mine was made to suit my personal tastes and needs.
About the outfit:
Yes, it was pretty painstaking to make the costume as well. the disc took the longest, and took about a week to fabricate. It's made from a papercraft that I fiberglassed to make it rigid. the modifications for the jacket took about 2 days. both are lit by LEDs. On my youtube channel, I have a video that goes into more detail on the disc's construction.
The disc holder, as well as the illuminated strip on the jacket are removable, so the jacket does double duty. The light strip clips on to the jacket with hairpins, and the disc holder is held on by rare earth magnets from a couple of old crashed hard disk drives. when I attach them, you'd swear they were part of the jacket.
The disc itself has rare earth magnets on the backside as well. and only connects to my back when correctly oriented.
I did have some illumination for the shoes too, but they ran off button cells, and I didn't have a fresh set for this vid.
