Anyone know why Quorra's voice was vocoded here (like they did for the Basics and Sirens) but not anywhere else? Were they playing with the idea for awhile?

It's not vocoded. Hallway echo was added to it, as its from the scene where she and Sam talk after Flynn shoots down Sam's idea to just make a run for the portal (after Flynn tells Sam about the ISOs). I had to do dialogue adjustments for one of my class assignments back at film school in the same manner. You can notice it clearly, as Sam's voice has the same echo.

I've done recording, acoustics and foley sound both academically and practically and I considered it for a second, but I can tell you with 100% certainty it's not reverb. Also, that line was spoken in Sam's room, not in the adjoining hallway. Listen to the line in the movie to hear what proper reverb sounds like.

Still, it sounds just like a reverb to me.
But if its not, they probably used the vocoded her voice either by accident or to disguise the voice for some reason for that bit of dialogue (honestly, for the latter, I know they've done it before. I know that for one film, it was a thriller, they had the voice pitched down so to disguise the voice of who is the killer. Granted, I can't remember what film it was).
The only other explanation is that the editor of the trailer had a hiccup (even editors can screw up every once in a while. A good example is that there was a preview for "Lost" not too long ago that had the words "Media Offline" because the editor apparently moved some footage and forgot to relink the file in Avid Media Composer. And the preview was aired with the "Media Offline" showing).
So, those are the only possiblities I can think of.

I would agree with those, with emphasis on the first. My own guess is that they may have done it just to add some sparkle to an understated line. Guess we won't really know :\
