I know this has been disscussed before, but what exactly are the citizens?
They're programs: Ok, that's obvious. Are they all just little things already there? Did Flynn pull programs from ENCOM and they just evolved into what we see in Legacy?
What are your thoughts on this?

That's what I've always assumed.
@LWSrocks2: The problem with that theory is that Tron Evolution implies that Clu is also a BASIC:

The key word there is "We", which includes whoever is saying it. As I'm sure we all know, Clu is not a program with the simplest of functions, lol.

So Legacy has /officially/ changed this rule? Did this just apply to programs written in the '80's? WTF?!?
Clu still looks like Flynn, because he was written in the 80's?
Do programs need to be of a certain complexity to look like their users?
Has anyone questioned Lisberger or Koenski about this?

Well, isn't it possible that that rule applied only on the Encom grid, where the programs were likely proprietary and were written by just one person? It might not be a change of the times, just a change of the system, perhaps.
I mean, these days, really the whole game HAS changed. Which programmer does Microsoft Word look like? Does every computer that runs Word have Word looking like that one programmer, so are most systems pretty much chock-full of the same identical-looking set of programs? Are modern programs still considered to have users, and if so, is that user the person who wrote the program, or the person who uses the computer (and if the latter, what if the computer is used by several different people? Are the programs "user orphans" then?)?
Granted, Flynn was the sole user on his arcade grid system too, but I can still see why it might have changed since it was indeed a different environment. Man, this whole "It's all Flynn's creation" is giving anything an excuse to be the way it is . . .
I digress, it makes sense. Maybe Flynn did have a way of retooling programs to his liking and make them look any way he desired. (sure explains the Sirens )
. . . This makes the Grid seem like a fancy Sim City game though . . .
Maybe he developed an app or a program that could just build simple little programs that he could populate it with, therefore they would all be made randomly, which explains the diverse looks of the programs. This has been debated before, I just think in the new grid, progam's just don't always resemble their users. I mean, if that was the case, Clu wouldn't be called a "codified likeness utility" (meaning a program that looks like him) or ALL programs would be called "CLU's" or "codified likeness utilties" rather than BASICS.

I think we have to keep saying that because the arcade system is SO different from the Encom system. It's full of programs that don't actually seem to have any sort of job to do (outside of Clu and Tron), strange beings that evolved out of a sea, etc. In the first movie, you really got the idea that you were seeing what goes on inside a working computer system. In the second, it's like a little random world that just happens to be inside a computer, but really it could take place anywhere: the real world, outer space, whatever. If you want to reconcile the two, you have to think Flynn must've made some major changes. What do you want? I'm busy.
