just because Flynns matter was used for realworld Quorra, doesn't mean she is a biological human made of cells. Besides, where would the laser get the data from, about how to make a human Quorra since Quorra isn't human even in the grid? Make it up?

The only structure the laser could have organised Flynns matter into Quorra, is the same as she was structured like in the grid, because thats the only data available.

Quorra is not human in the realworld,
Sam is human in the grid but made of data
Sam is human in the realworld made of matter
Quorra is ISO in the grid, made of data
Quorra is ISO in the realworld, but made of matter

Doesn't make sense otherwise.

you can completely simulate humans, you don't need additional data to do it. there is no way for it to figure out how Quorra would be structured if she was made of biological cells however. What would it do? make cells like Flynns, but instead of his DNA put in the digital DNA, and otherwise play around till it looks like Quorra?
