Does anyone else get goosebumps when they show Flynn in slow-mo right before he reintegrates with CLU? I can't explain why (besides that its epic), but every time I see that scene I get goosebumps. My favorite moment is when "God" arrived in the End of Line Club.
Yes. That part when the hand of "God" touches the floor and it goes: BOOOOMM! Silence and time is slowed down. And Castor shat in his pants in fear, looking on.

Legacy is rapidly clawing its way to the top of my favorite films of all time list. The entire film is perfect for me, and the ending makes me cry.
I actually feel for Clu at that moment...when he looks into his Creator's eyes with betrayal, begging for an answer with "Why???", it simply breaks my heart. But what comes after is truly incredible.

That was the director and editor's call. Basically, my using slow-motion, it causes more of an emotional punch than if it was at regular speed. That's why some fight scenes you see often utilize slow motion, for more emotional impact. For example, this scene from Raging Bull. Just before Sugar Ray goes off on Jake. You have the sense of foreboding, that you know something terrible is about to happen. And then, when Sugar Ray goes off, it's shows both a rapid cutting and slow motion, giving the audience a clear view of the damage that is caused.
Much like the slowing down in the scene with Flynn, it is used for dramatic effect. Could you imagine how the show would be if it had remained at a normal speed? It would have come off more comedic. So, the choice of going slow at the moment was for one purpose, which it succeeded with you, to give the audience goosebumps and to look epic in the process.

the scenes that give me the most goosebumps is
a] When rinzler steps forward in the disc wars and calmly seperates his discs and prepares for sam
b] The flashback of clus betrayal. when Tron tackles him and orders Kevin to leave, that pulled the heart strings with how much loyalty Tron had. Willing to fight, and die, for the users.
c] when Sam gets into the command ship and grabs Flynns disc, and rinzler shows up. Sam hurls the disc, then completely throws Rinzler off gaurd with the second one. epic scene.
