Even in older American vernacular, I believe, you might refer to tending to your toilet--which would essentially mean doing personal care type tasks like brushing your teeth, doing your hair, etc. Hence why we still have the word "toiletries" and it's not referring to a scrub brush and air freshener. So I would assume that yes, "toilet water" would be a product you would use for those toilet activities.
