No, I think that the outfit was worn by someone on the recognizer next to Sam. grid gladiators did wear the same outfits as Sam. This black outfit must be from one of the programs in the EOL club or maybe one of the programs being culled by CLU for repurposing. I just got back from my 3rd viewing and couldn't really find the costume in the movie. I know during the SDCC event in the EOL club there was a dude wearing the costume pretending to be a program. I saw that in someones pictures.

Well if it did it was hidden under a jacket. He was wearing one much like the nervous program that threw himself in the ventilation shaft.
