Story arc for possible Tron Legacy Fanfiction

Here more or less how I plan it to make it go.
1. Takes place 5 years after the events in the movie
2. It turns out Quorra was not the only surviving ISO. There was another and this ISO unlike her is full of bile and hatred against the Users since they created the BASICS which are the ones under's CLU2's leadership that they wiped out their kind save 2.
3. This ISO succeeds where CLU 2 failed and manages to get into the real world using first the digitizer and then by using 3D printing and building larger digitizers called reprocessors he along with his army of repurposed BASICs conquer the world in short under. This was 2 years before the fanfic story takes place.
4. The world as we once it knew it is no more Giant armored blimps the Real world version of Rectifier ships bloat the skies over what used to be the largest human population centers. (They needed to to use Blimps as the laws of physics in the real world do not allow for huge rectangular ships to just float in the air)
5. All surviving humans were implanted with Microships to both track and control them, those that deft the new order are sent for their matter to be converted by any other use by the reprocessor machines
6. Quorra and flynn have become the defacto leaders of what's left of the human resistance.
7. As it turns out at least in this story Zuze was no BASIC program at all, he was an ISO that had taken the identity of a BASIC. He barely managed to escape the explosion of the End of the line Nightclub in Tron City by jumping out just before the explosion. He vowed revenge upon Clu2 as he did, but was cheated out of it by the Flynn's
8. Now Zuse is planing the final stages of his takeover not just of Earth which he considers just a miserable speck of dust in the vast universe but the universe itself, to remake it in his twisted image. With the reprocessors he has been building huge spaceships whose parts are flown to orbit using orbital ramjet cargo shuttles. Mass drivers are also being built to pound any intelligent life they find into submission.
9. Zuse also plans to use at least one of his mass drivers to finish off the resistance once and for all...
