If Flynn was the only person on his secret mainframe wouldn't that mean the programs on it only ever knew a single user?

You bring up a good point about 'tyranny'. I do believe, much like the first film, that this one will have an underlying message about the higher powers that be. In the original, I can see a ton of analogies in the movie regarding the people standing up against their leaders. "A free system". Never knew back then but the original had hints of people vs. government/corporations and New World Order messages.

I'd say that since said server was in Flynn's secret hideout, then yes. Then again, the guy saying that line (was it Castor or Jarvis?) may have been one of a small group of programs brainwashed by Clu 2.0 into believing that Flynn is a tyrant, when actually Clu 2.0 fits that bill. . .
