I think he's probably refering to that Mead and Moebius are sort of semi "retired" from working in a big production films nowadays.
I think maybe in Joe's view their design styles while great where not quite the direction he wanted to go and felt that those art/design styles didn't quite "fit".

The artist-designers that Joseph bought on (Daniel Simon, Neville Page) are deeply respectful of Syd's works and Jean's works.

I bolded the parts most telling of this:

This is Sean Baily being interviewed and he may be
mis-quoting Joseph and not really explaining what Joseph actually meant.

When I met and briefly spoke to Joseph Konsinski at the sneak preview screening of the trailer at the The Bridge in Los Angeles

I did not get the sense that Joe was arrogant or disrepectful, only that he wanted to build upon things established in the original Tron and refrom them to be visually sleek and compelling to today's audiences, and story-wise exciting and compelling for our current times.

I think Kosinski's thinking was actually similar to Lisberger's thinking in preproduction of the original. He wanted fresh talent, something new. That's not to say that Mead or Moebius are no longer talented. Far from it. He was just looking for something new, cutting edge. Just like the original. And it's hard to explain that sort of thing without sounding arrogant.

I think Joe is being misquoted, and am 99% sure he probably said "who are THE Syd Mead and Moebius OF today?".

Joe did not come off as arrogant when I met him.

Although that comment sounds harsh if taken at face value, it seems pretty clear to me that Kosinski respects the work done on the original film. I know I'm stating the obvious here . . . but just looking at the new Light Cycle alone, you quickly realize it's actually the old Light Cycle: the very first design proposed by Syd Mead before he was forced to change it due to the CGI limitations of the time.

That's all the evidence I personally needed to see, in order to know they're taking the sequel seriously and not forgetting the impact of the original.

Syd Mead and Moebius are great, and their past work shows that, but what work are they doing today and is it the visual style that we want for a new Tron film?

Artists' styles of drawing change over the years. It could be that most of Syd Mead's and Moebius more recent work may not be in the style that Kosinski wanted for Leagacy.
