I don't think you can really look at the paper with blacklight because it seems like a photocopy to me. Or at the very least, I'm not sure what you can really pick up with blacklight as blacklight works far more effectively with white.

even if it is a photo copy they could still stamp it with a florescent invisible ink the most common is milk, and i think vodka, show up under a black light, but there are more professional inks as well that cannot be seen unless under a black light
