There was a 12+ day seismologically active period in the fault line throughout the area, from somewhere near Austalia to near India, that the seismologists saw prior to the the disaster.
The seismologist, was responsible to forewarn the government.
They were not given the information because the siesmologist was apprearently not too bright.
The technology was in place. They had a system set up. It was not automated to locals, but to ignore that much activity is nonsensical.
