Well, in my opinion the sea of simulation is a vast expanse in the computer world that has been given up for testing of new applications or routines (programs).
Being that there can be somewhat unexpected results, these areas have to be spaced far apart to contain any accidents that might happen as a result of testing, to allow them to be corrected before being declared "GA".
Testing comes in many forms, the rising blobs.... the cavern with the flashing lights, the "city", all that kind of stuff.
That's how I always thought of it.

Now I see why it is called the Sea of SIMULATION!!! Wasnt the solar sailer a simulation! That is why it flew over the sea! But I still wonder if programs can swim.
