Bit, Bit, who's got the Bit?

Why is it that the only two characters that acquire a bit are Flynn and Clu? ...And they both have a bit while they are controlling a vehicle. I also find it interesting that when more than one program is in a vehicle there are no bits present (example: when Flynn, RAM, and Tron are being pursued by tanks we don’t see a single bit floating around the tank controllers).

Is it that bits are only required when a single program is in a vehicle so that decisions can be made easier and quicker? ...That would seem to make sense: both Flynn and Clu bounced questions off of their bits (however, it didn’t help Flynn fly any better :P ), where as in the tanks there were multiple programs giving each other information.

Also - can anyone confirm the theory that Flynn acquired the same bit that Clu had prior to his capture? I've heard this theory for the past few years (that and the Recognizer that Flynn resurrects was originally shot down by Clu), but never received any confirmation on it.

Well I can't be sure that Bits are only needed for those circumstances, but I do agree with the theory that it is the same bit - and I didn't hear that from somewhere, it's what I always personally believed was going on. Also not only is it the same Bit, but probably the reason it hung around Flynn was because it mistook him for Clu.

PS: It does seem implied, even if it's not explicitly stated, that Flynn found the same bit Clu had. Interesting... until a few years ago I had always assumed that Flynn's bit was his own, and that Clu's had gone off to find a new program... or been derezzed …or something. Which raises a question: Who, or what, assigns a bit to a program? Wouldn't the bit assigned to Clu have been done through, and at the time of, Flynn's programming of Clu? And if bits aren't assigned at the time of programming then who, or what assigns them, and why? And what would happen to a bit once it's program was derezzed? Wouldn't the bit be derezzed as well? Or does it just zip around the digital world on its own with no purpose or direction? Or would it just seek out a new program in need of a bit?

…Too many questions… I need to sit down for a bit… I’m getting dizzy.
