I was just thinking, I know this wouldn't make for much of a game if you didn't have adversaries, but why didn't/woudn't Ma3a inform the ICP Kernel that a User was going to be joining them? I think it should have gone something like this:
In the ICP Control Tower...
ICP Regular: "Sir, Ma3a just sent us a priority message. She's getting ready to digitize a User and bring him to the server."
ICP Kernel: "Very well. Prepare a welcoming comitee and see to it that the Training & Matriculation Level is standing by. What is the Users name?" *looks at the TXT file* "Jet.User? Very well. Let's look operative, scripts!"

But that's becasue he didn't know that Jet is a User. I'm sure if Ma3a told him things would be different.

So why didn't the ICPs go after the Data Wraiths? The ICPs were told that there would be Users among them.

You'll notice that the only time you see DataWraiths, you're inside fCon's personal mainframes (which is why everything is purple... including the ICPs). The ICPs would be programmed by fCon to recognize DataWraiths, but they know that YOU are still a threat that needs to be eliminated.
