Looks like it might be in Tron City, due to the construction cranes.
Was this due to a glitch?

I'm not sure whether climbing a vertical surface with a light cycle is considered a glitch or not, anymore, but that's the way I got access to this location.
It is in Tron City. Another hint: It's one of the downloadable content maps.
As many know, it's possible to boost up vertical surfaces with the Gen2 light cycle. As mentioned above, I've started to wonder whether this feature was deliberately included, rather than merely a glitch. However, I arrived at this location in part by reversing my Gen2 up the side of a not-quite vertical building, which I'm pretty sure is not intended behavior. This is up on the bridge over Flynn's dais in User's Plaza. It turns out you can, along with boosting, actually back the Gen2 light cycle up to the terrace of the Entry-7C building, then boost from there to get to the bridge.
