Analyzing the EOL Club fight sequence

One of the things I was wondering during the EOL club fight sequence on my daily viewing was this:

When Sam comes into the club, Gem makes a point of saying the programs loyal to Clu (the orange programs) are busy: "Don't worry, they're busy".

So I made a point of watching what those programs did during the whole fight sequence.

They basically ran around like digital chickens with their heads cut off. They were never attacked by the black guard, but they never helped either.

And no rebel programs attacked them either. So why are they even there, other than to have some contrasting colors?

Gem acts like they could cause trouble, but they were useless.

The part that killed ME about that line is that if you go to the screencaps, in just about every one Sam appears in at least one program is staring at him. "Na, they'll never notice you! Nobody's looking!"

Yeah why were they doing that? Like he was "different." Maybe they knew Gem by reputation, or at least the fact that a Siren was out and about?

My guess is that they're ogling Gem.
