Considering the scene with Clu inspecting the troops. Here we have a large number of conscripts in a tight formation.
Now one program a bit away of them throws a disc right into them. Since a discs velocity is not adversely affected through contact with programs, that disc would rip through them one after another like a hot knife through butter.
Flynn, Sam, and Quorra all throw their discs at once and it would have done MAJOR damage!

That's not really a weakness. It's a fact of tight formations.
Real armies don't do that on the battlefield, or if they are expecting trouble.

All Clu needed to do was give them one additional piece:
A Shield.
Problem solved.
Which makes me wonder, given that EVERYONE had a disc (which was a weapon), why in the world has no one ever made a shield. They have the technology, considering the disc wars combat boxes were made of resistive material.

The discs function as shields.
TRON 2.0 (PC) name - TRON.dll
I'll play any mode, but I'm best at LC.
PSN - TRON-dll
XBOX Live/Games for Windows Live - TRONdll
-I have a Wii, DS, and 3DS. PM me to exchange friend codes. |

The disc as a shield is workable, but nowhere near as effective a shield as a actual large size shield (like in Tron Evolution). Plus once you threw it, you have ZERO protection.
Hmm given how Capt. America threw his shield... now THAT would make for one nice identity disc!
Ideally you could take your regular size identity disc, slap it on your forearm and it would automatically expand and the center would energize to make a reflective, but transparent, surface.
Course now you'd need another weapon

That's why you need TWO disks.
{A very big thanks to FlynnOne for the pic! And to Wulfeous for sharpening the details!*huggles both*}
{Because people always seem to guess wrong, I'm saying it here: I'm female!!! And my name is Spark!!!}
