He is probably one of the flynn groupies wearing a tron costume during the scene when kevin and alan walk out of encom to the limo.

I think the guy's suit was just an early test shot for background extra's to see if they could save money on producing suits. If this is so, they must have dropped the idea.

The suit looks so slapped together and uneven, it's likely just for test shots. If it's in the film, it would be the movie's version of another Jay Maynard/Tron Guy but for a different era of ENCOM gaming, a step between TRON and TRON: LEGACY, or more likely than that, maybe even just a background extra where the detail isn't important.
