I personally think World Tour introduced more features than Rock Band 2. If you have the original Rock Band on 360, PS3, or PS2, then your original Rock Band peripherals SHOULD work with World Tour. What system are you getting it for?
Rock Band 2's got the singing duels, though, something not in World Tour. Of course, World Tour lets you do this:

I'd say World Tour if you don't have any peripherals yet, but if you are getting it on the Wii, and you already have Rock Band 1, get Rock Band 2 if you don't feel like churning out $200 for more controllers. Also, the official controller compatibility matrix on the Guitar Hero Community website is incorrect.
Some comparisons (excluding PS2):
RB2 has drums freestyle - GHWT has music studio, which doubles as Lead, Rythym, Keyboard, Mic, Bass, and Drums freestyle.
RB2 has daily challenges - GHWT has Guitar Hero Community linking, which shows your stats on the site.
RB2 and WT have about the same number of songs, all masters.
In the end, I think it really boils down to which songs you like the most.
---Of course, seeing Ozzy Ozborne and Jimi Hendrix in-game on WT hasn't gotten old at all---
In short: Stay away from Rock Revolution and Ultimate Band and you'll be perfectly okay.

EDIT 2: I just remembered, there's been some issues with World Tour peripherals lately (which is normal, the game just came out). Mainly drum issues concerning sensitivity probs. You may wanna hold off a little while.

Well... while you are choosing between both, you might also want to try a free game for the PC called "Frets on Fire". It's a small but impressive game and the tutorial is so freaking funny.... and (like I said) it's free... so you can't beat the price.

Frets on Fire is pretty good for a free game. I tried it once, and Vista hid and deleted my songs from the Frets on Fire folder.
Other than that, my only gripes were the shapes of the notes and the hit window for hammer-ons, that's about it, though. Worth trying.

Ooh, if you want to play the ACDC expansion, then you'll want Rock Band 2, I don't believe the Guitar Hero 3 guitar is compatible with Rock Band.
Let me explain further:
The Rock Band 1 game engine does not support Guitar Hero 3 guitars, but I think the Rock Band 2 game engine does. If that's true, then you'll be able to use your Guitar Hero 3 guitar on Rock Band 2, but not the ACDC pack, because it runs on the RB1 engine.
Here's my suggestion, get the Rock Band 2 full band kit. Then some other time, you can get the Guitar Hero World Tour game alone and do four players right out of the box. You'll also be able to do four players on the ACDC pack out of the box.
Also, the ACDC pack is only being sold at Sam's Club and Wal-Mart, $30 for PS2, $40 for everything else.

Yeah, I'm pretty excited for RB2 also. I just hope they don't gimp it over like the original RB. I think it's basically the Wii version with no online.

Yeah, I rented the PS2 version of World Tour and played it with a Rock Band 1 guitar and Rock Band 1 drums. That's all that I know is compatible. I would assume that Rock Band 2 peripherals are also compatible.

Cam, I just realized something. You could use your Rock Band 2 drums to play frets on fire on your PC (as long as they connect the same way as the RB1 drums). It should work something like this (copied and pasted from a youtube vid on how to do this with GH3):
Heres how to set it all up in plain text.
First off make sure windows recognizes your drums by plugging the usb cable into the back of your computer. Then go to Start - Control Panel - Game controllers and make sure your drums are in the list. Don't ask me if this works for any other windows than Windows XP because it is the only operating system i tested this on.
Now that windows detects your drums:
1. Run Guitar hero 3 for PC and go to Options - Controller - Configure Keyboard
2.Now set your keys like this:
Green - V
Red - C
Yellow - X
Blue - Z
Orange - B
Star Power - Spacebar
Strum up - E
Strup down - R
3. Now close GH3 when you're done setting the keys.
Converting for drums
1. First download this: http://www.electracode.com/4/joy2key/JoyToKey%20English%20Version.htm
2. Now extract the folder anywhere.
3. Run joy2key and hit create. Name it whatever you want and hit ok.
4. On the right double click Button 1 and press "X" on your keyboard. It will now bind Button 1 to the letter X. Now click the text box under where you entered the X and put E. Then hit ok.
5. Now do those steps to make it end up looking like this FOR PS3/PS2 DRUMS:
Button 1 - X, E
Button 2 - Z, R
Button 3 - V, E
Button 4 - C, R
Button 5 - B, E
Button 13 - Space
For XBOX 360 DRUMS:
Button 1 - Z,R
Button 2 - V,E
Button 3 - X,E
Button 4 - C,R
Button 5 - B,E
6. Now your drums 4 drums are the Red, yellow, blue, and green for GH3, your footpeddle is orange, and the Playstation symbol button on the drums is your Starpower activator.
Now all you need to do is run Joy2Key before you run GH3. Now you can play the game with your drums.
