This problem is very strange. At this point, I'm really not sure what advice I can give . . . other than re-installing DirectX or even Vista itself. I don't know how inconvenient re-installing Vista would be for you.
DirectX 10 only comes as part of Vista, it can't be downloaded from Microsoft. But, it's not necessary to do so. DX10 only adds some functions to DX9 that XP and earlier don't have. The DirectInput stuff is only in DX9, it wasn't updated for DX10.
Here's the download to DX9 from Microsoft, try installing this:

I'm solving this Vista crap by Installing XP on other partition, and I'm not going to be angry with M$, because i would be very nasty and corrupt mouthed.
Installing lastest DX9 didn't help, I'll see if M$ will find solution.. any.. but solution

I tried install UT 2004, GTA 3 etc. none worked (all actually uses DX)
So VISTA users be aware if your game doesn't wanna run, check with DX diag, most probably you got M$tuffed with DIgg

That's very strange, I'm using Vista, and so far, the game's single player and multiplayer modes have worked fine for me...

I would do a little searching to see if the files needed to load the game are loading.
There is a file called WMFADist I don't recall what fix it was used for, maybe someone can elaborate..
I took a screenshot of some important files inside my game folder, the size of the files in this list are not going to be exact because I have some modified content in the files/folders, but the important ones that you look at will be lower sized than those listed here. (click to enlarge)
Or may be corrupted.
The direction I'm leaning toward after reading, is you may need to reinstall. I've had several instances where a bad CD resuted in a failed install, and go from there. I'm sure that we'll figure out here.
The only time I've seen an executable not work was:
Drive isn't defragged, and chkdsk'ed.
bad CD or drive isn't able to read install CD properly.
missing driver
hardware going dead - motherboard, and so on.
recent service pack updates, drivers, making the condition in your PC causing an incompatibility.
Reinstalling System Drivers, but installing video drivers first.(never done this, but I always uninstall all my drivers for the system, and video, then reinstall the system first, video second when updating drivers..)

Well..it must be something in your computers configuration - I also have Windows Vista and TRON 2.0 runs fine.
When you switched to Vista - did you do a fresh install or an upgrade? When I was testing Vista for my wife's machine - I took the shortcut and just upgraded her pc instead of doing a fresh install. Her network card worked fine with Vista - she seemed to like it..so I did a clean install and went to re-install her NIC card drivers only to learn that were not "compatible" with Vista. Motorola basically told me they had no plans to update their software either. I just put XP back on her machine. With Vista and you may never really know what is conflicting. The reason I tell this story is that if you just did an upgrade to Vista - some of your drivers may not be 100% Vista compatible and can cause issues.
In all honesty - even tho I like Vista - there isn't a real need for it unless you plan on running the 64-bit version. If you're staying 32-bit - stick with XP and get SP3.

I made clean Install, and Toshiba says this notebook is Vista designed... + Toshiba directly gives downloads for Vista drivers, so i wonder where's mistake

I noticed from your screenshot that you have the K-Lite Codec pack installed in Vista. There's a remote possibility that it might be what's causing the problem. I doubt it, but you never know. A lot of codec packs cause problems with games.
You may also want to try a DirectX uninstaller in Vista, before reinstalling DirectX 9. Here's one that has a free trial mode, and works in Vista.

I have a suggestion, I have tried to resolve issues using Microsoft TechNet. Windows Systernals has very informative easy to understand programs that can help.
Launch Tron 2.0 and I could log XP, perhaps someone else here could create a log using Vista, and we'll see where the conflict may be when you log the results and save them. You should see what service or file is being used for Tron to run. I can display my results, here later, then you display yours. Thanks for taking your time to figure out what the problem is, I won't blame you if you don't persist, but it would be a great tool for others in your situation.

One more question . . . are you using Vista SP1, Dragonfly_james? Was Vista already updated to SP1, or did you apply the service pack afterward?
Installing SP1 might help fix anything that's currently wrong with your install of Vista. It's a long shot, but it could be worth a try.
The suggestion of using Process Explorer or Process Monitor is a good one. The only thing I'd change, though, is to not bother comparing logs with each other.
Since you said that all of your games are affected, then all you would need to do is monitor each game as it runs: and find out what the last entry in the log is for each game. It will be whatever all the logs have in common (the last entry before they hang), that is likely causing your trouble.

Sorry I haven't gotten back to you sooner, my timing is.. crazy. I just set a new server up for Tron 2.0, and I've been working in the mean time. I also just set up this machine, and haven't had time to install Tron 2.0. I'll do it tonight. I'm curious to see if you have similar residuals, and what could cause the conflict. Sorry I'll get on it..
I think you could resolve this, it could be the firewall, or motherboard. I've been in your situation about 20 times since the game came out, and it's usually firewall. Norton was hell back in the day, so was Mcaffee, sygate, AVG, Panda, and about 3 others I don't remember...
I'll get a post up in a bit.

Firewal isn't the oroblem, because i turned off my Firewall and Windows Firewall aswell (I turn off Windows Firewall when i install PC)...

Ok here's the log I created using filemon isolating the file's opening and closing. My hope is that find what may be generating the crash at the time you run Tron with these tools, good luck. FileTronJust hit the file drop down menu and hit "save as" if you chose to log and/or display your results.
