Glitchy? The Jupiter engine or whatever Monolith engine was used for Tron 2.0 is way smooth on a sufficient system. I think you probably just need better hardware.
I'd want the next game to be more like the original movie... a re-make of the original movie in a video game. But that's not realistic, since the next game would be a mirror of the future movie.
So, assuming the next game will be in-sync w/ the next movie, I just want better, more varied gameplay with less linearity. Also, more environment interactions possible and more dynamic movement going on. The Tron 2.0 world was pretty static. You could hardly interact with anything; there weren't really any dynamic light glitches tracing down a hallway like the movie; there was only one or two de-rez animations; characters you interacted with didn't have much to say or do; vehicles, like tanks and recognizers, pretty much just sat there; you couldn't sit there and bask in the light of an I/O tower beam; etc.
I also want there to be more flow to the game and story than what we got in Tron 2.0. Levels were fairly short and transitions between levels involved a generic image showing up with a generic message like, "Partition Level Loading... Please wait." The lightcycle sequences and Mercury appearances seemed to come from nowhere.
And if Alan Bradley is in the next game, I hope they give him more of a backbone and more respect for Flynn. In Tron 2.0, Alan says Jet is just like Flynn, in a condescending and negative voice; despite the fact that Alan said in the movie that Flynn was "the best programmer Encom had ever seen" and that Flynn also eventually became Alan's "boss" in the movie. I just didn't care for the grudge Alan had for Flynn in Tron 2.0, considering they liked each other by the end of the movie; and I also didn't like his flightyness and "follow the leader" attitude he had in Tron 2.0.

Agreed. I would have loved to get over the walls to take a look around. Something allowing freeform exploration, maybe with the flexibility of a Grand Theft Auto, although I understand the effort required to develop that large and complex of an environment would likely dramatically reduce the variety of environments provided. Yes, I hope so. Good luck! Yeah, Tron has worked smoothly for years on my 2GHz CPU system on a couple different video cards. A new PC should have no problem with the game, imo. Unless you have Windows Vista and Vista is messing it up?
