I don't remember that exact article, but DaveTron has mentioned several times that Lisberger wanted to do an Apocalypse Now kind of take on a Tron sequel.
Personally, I think that's a fantastic idea, and I'd love to see it.
Who knows? I am very surprised that Disney, on their "Virtual Kingdom" website is dedicating time to Tron. Kingdom Hearts II influence maybe? It could end up being like NMBC where Disney discovers they have an untapped well of cashola to be made.

Yeah, that article is really old. But a good reminder about some of the plans for the sequel.
I also thought an Apocalypse Now style of story, would work pretty well for a Tron sequel.
