For Tron 2.0? Nope. No debug/console mode, and no error logs.
At least, not in the retail version of the game executable that was shipped.

Windows XP generates an Event Log so you could look in there, but it won't be very helpful.

Tron 2.0 doesn't create its own logs when it crashes.
