Yep! It definitely looks to have some Tron influences there!
It seems to me someone did (or was working on) a "Tron" game mod for the older Unreal. Like a full game level, or two, or three? I dunno, maybe I'm hallucinating.
I wonder if that was any good.
I'm getting out of here right now, and you guys are invited. -----^ |

well, that particular level is called "cyberspace", and the character has been modified to look [a bit] like the blue programs
also, yes there was a mod for the old unreal, there should still be a link to it in the pc games section in the sidebar. but they gave up with it because of the competition from Tron 2.0. also i downloaded the beta of that mod and i didn't think it was very good

Kinda reminds me of some of SHODAN's domain in SystemShock2.

i just found another pic of this level, this one's kinda wierd because it has loads of code for the game actualli in the level itself. anyway, here it is:

this is also quoted from the same website:
" Added a 'recompiling pool', that is, a healing pool (like from Tron). This pool will restabilize your code, preventing you from getting decompiled too easily. However, it takes a very long time to completely stabilize a player pawn, so it won't have much of an effect on the actual gameplay (1 point of healing per second). Have fun playing with the water physics. "
