I just finished the game playing on the normal difficulty, and I had a 9.9.9 but I missed 2 build notes so I could've had a 10.0.3. I completed all the light cycle races and even the tower objective in the city hub sublevel which was a real pain, so it seems that you can get the 10.0.0 version. Although it wouldn't make a difference, since you'd get it after beating the last guy of the game.
